Purpose of the Job

The main focus of the role will be to actively contribute to the oversight of major outsourced services, ensuring the alignment with the expected level of service, the satisfaction of internal and external clients, the regulatory framework and the contractual agreements, but also to promote and propose best practices with other Outsourcing Managers across the Group. This is an excellent opportunity to guide and support the outsourcing owners in the setup and the monitoring of new outsourcing arrangements, to actively contribute to the oversight of outsourced services, ensuring that the monitoring is effectively performed by outsourcing owners., and to be an active member of the Group Outsourcing Management network. 

Key Accountabilities


Regulation / Policies / Governance 

  • Ensures the local application of the Group Risk Framework, Policies and practices, in line with applicable regulation (e.g. EBA guidelines on Outsourcing and CSSF Circular 22/806). 
  • Promotes and ensures the application of consistent methodologies throughout the Group for outsourcing setup and monitoring. 
  • Ensures regulatory watch for applicable outsourcing regulations, contributes to the yearly review of the Group Outsourcing Policy. 
  • Maintains the consolidated register of outsourcing arrangements. 
  • Contributes to inspections and regular requests for outsourcing matters from Audit and Competent Authorities.   


Setup new outsourcings 

  • Proactively assists Outsourcing Arrangement Owners during implementation phase (coordination of Outsourcing Risk Analysis, preparation of AMC validation and Competent Authorities Notification). 
  • Coordinates the Outsourcing Risk Assessment with the 2LoD. 
  • Ensures the outsourcing arrangements are and remain in line with applicable policies and regulatory requirements on outsourcing. 


Monitoring / oversight 

  • Oversights the performance of key controls (monitoring of the relationship with the outsourcer, the service levels, the resolution of incidents, ...) within the business / support functions. 
  • Contributes to timely responses to 2LoD/3LoD in case of specific requests or pending investigations and acts where required. 
  • Plans and oversights the periodical re-assessment of existing outsourcing arrangements with relevant stakeholders. 
  • Reports and logs all issues in relevant tools. 



  • Monitors risk metrics that capture KRIs, ensures periodic KPI/KRI reporting. 
  • Contributes to the reporting of Outsourcing matters to local and Group governance bodies. 
  • Periodically prepares a set of KRIs / KPIs and monitoring dashboards. 

Knowledge and Experience


  • University degree (IT, Economics, Business) or equivalent experience  
  • Good knowledge of banking activities, financial products 
  • Knowledge of the banking regulatory framework is an asset 
  • Minimum 5 to 7years of experience in banking activities

Technical Skills


  • Proficient use of MS office (Outlook, Excel, Word and PowerPoint) 
  • Ability to understand IT projects, cooperate with IT teams, previous experience in IT is an asset. 

Languages Skills


  • Fluent in French and English
